Vice President, State Affairs

Description

The Vice President, State Affairs is a senior staff level position reporting to the Executive Vice President, Public Affairs. The VP, State Affairs advises Auto Innovators staff and members on state relations impacting the Association and its activities. This team member is responsible for the initiation and implementation of pro-active strategies to advance the industry’s interests and policy positions to decision-makers in both government and business. The VP administers the general operation of the State Affairs Department as a whole, supervises the activity of the State Affairs staff, outside consultants, State Affairs Committee and grassroots advocacy initiatives.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

  • Monitors, evaluates and apprises the Auto Innovators’ leadership, staff, and members of trends and issues in state policy that impact the industry and proposes recommendations for action.
  • Plans, organizes and supervises the state government activities of the Association.
  • Consults regularly with member companies on establishing policy priorities, positions, messaging, and strategy.
  • Prepares and presents comments, correspondence, and testimony to state initiatives affecting the Association and its members.
  • Leads Auto Innovators’ state team regarding draft policies and external messaging.
  • Identifies, develops and maintains relationships with stakeholders and other relevant organizations.
  • Serves as a thought leader on advanced state policy in panel discussions and in other public forums.
  • Represents Auto Innovators in strategic partnership efforts and other public venues advocating adoption of recommended policies and initiatives.
  • Recruits and grows coalition members and influence.
  • Works closely with other Auto Innovators’ departments to ensure a coherent, coordinated industry effort and proper messaging on issues is achieved.
  • Manages an extensive network of consultants in all states.
  • Develops, recommends, and manages the state affairs budget.
  • Collaborates and manages relationships with outside counsel and consultants.
  • Manages a staff of five.
  • All other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:   

  • Comprehensive knowledge of state legislative and regulatory processes.
  • Experience working with state and federal agencies, Congress, trade associations or corporations on advanced technology policy matters.
  • In-depth understanding of automotive industry, key policy issues, and trends.
  • Ability to interpret complex policy concepts and effectively communicate them to executive staff, government officials, and external stakeholders.
  • Excellent interpersonal skills and leadership qualities to generate and maintain consensus among Auto Innovators members.
  • Knowledge of special interest groups focusing on advanced and emerging state policy.
  • Ability to interpret legislation and regulations and identify their potential impact on the industry.
  • Excellent oral and written communications skills, ability to speak/represent Auto Innovators before government officials, member company executives, and the media.
  • Passion for Auto Innovators’ mission and love for the auto industry.

Qualifications

  • Bachelor’s Degree required; advanced degree preferred.
  • Extensive background in the state affairs arena with a proven track record.
